Treaty signed.

Amring smiled. “Well that is just to be expected, they do try and fit those in when events are coming up, but twice in one class is a bit much.” The last person entered, clearly coming straight from healers hall, and looking tired. “There you are Helne, is everything good? Do you need to go first?” She sat. “I told you that you didn’t need wait on me. No, I’m good, nothing more I can do for now. There was an explosion in a factory. They had been told to replace the machine a month ago, but the fools didn’t do it. They will wish they had by the time the courts are done. It was Bancorft again, and they wee told last time they were out of chances. Truly the only thing I have is to make it clear that aid includes medical, not just army. That we will send medicines and doctors, and will accept the same. Dose open trade include them and your medical publications?” Kat said. “Yes it does, and yes we expect the aid to included medical, drought and disaster relief not just military . That is standard for all lands we have a treaty for. We cannot offer complete land maps for month, as we need to inform the other lands first, but other than that only magic items that could cause damage are not going be traded. Of course items that are restructured, like medicines, will only be sold to those in that profession, but we do not regulate what other lands do after that, unless we are occupying the nation. Our university will accept applications from any that want to attend our schools. Until they know your tests and how to fit them in our system the students will need to sit our end of year exam, but that shouldn’t be to difficult to arrange. Yours have already shown to be willing to accept our students, I am not the only from Nighlin that is attending a school here. We hope that as we get known here we will see that going both ways.” Helen said. “I know that I have some students that are willing to transfer, and I bet that will be so in other places. It is important that we learn more about each others practices. Further more we need to know what needs to change before the shift. To that end please say that we would welcome talks about an exchange of professionals.” Kat smiled. “You will have a message before the day is out. I know that Fredinc will be delighted that you are willing.” One of the others said. “You said that you couldn’t offer maps, but you have. Or were those gifts not correct?” Kat said. “The maps that we have given are ocean and coastal only. Once we have let the other nations know that there is a treaty, we will be sharing the maps we have of the continents. They are still being worked on, but I think you will still find them a help.” He nodded and then another asked a question. It was all fairly small details. The representative of the merchants looked at Zander then said. “We have reports that you are forcing one of your neighbors to send you their children.” Kat said. “No, we are not, but we are forcing them to let those that wish to leave to do so, and giving them a home. That gets portrayed as us taken them. One of our neighbors has very strict laws about who may enter into what profession and refuses to teach any gifted with healing or magic if the do do not fall into the limits of those rules. We find that unacceptable, so when talks failed to get them to allow those that wanted to leave do so we invaded them. We are keeping a force there to insure that those who want to leave can. That is all that we doing, for all it is hard to not stop the practices we find cruel, we accept that if they want to live under those laws it is there right, we just want them to let those that don’t want to go. The only change to their land is that everyone is told that they can get help, including training for mage or healing gifts, no matter their birth order or place, by asking one of our people for it. We would love to add basic classes to their schools, but do understand that would be a volition of their way of life. So as painful as it is we just tell anyone who has a gift that we will teach them if they will let us. Yes that means they have to leave their homes, so in that way we are taking them away from their parents. If there was another way. To get us to leave they just have to put a system in place that would see to it that any wanting to leave had the means to so. We have a school for mages and one for healers just across the border so that the children would be close. In theory the families could visit, but their laws would never let that happen.” A few were looking upset, some were pale. Helen said. “They let their children burn up instead of teaching them? That can’t? Just how do you not do more? I don’t.” Kat said. “They suppresses the gifts. I am not sure what means they use to do so. I had couldn’t listen to the explanation, but I gather it involves a mix of drugs and amulets. Doing so cause the people a good deal of pain, fevers, headaches, and it will get worse as the person ages. They die in their thirties in most cases, but do so without harming anything. That is fir the mages. The drugs are useless with healing, but mostly the lack of train and the amulets stop it. If ones does heal they are killed. It is sicking, and we would love to just stop it. However right now we have an uneasy truce. Those that want out have a way to leave, those that want to live that way can. For all it is upsetting to me that any would choose it, some do.” Richerd, who was from the Mage guild, said. “You left out a few of the compilations. Far better that they get the basic control and not use the gift, then suppress it. Even with the pain form the back up it is less harmful. Yet if it is there choice, then I can see your hands are tied. It is just. What do they use to set the limits?” Kat said. “A very complicated system about when the child is born, how many children are in the family, and what the families wealth is. I truly don’t have the foggiest idea how it works. There is a whole bunch of charts involved. There people refuse to speak to me once they learned I was a twin and my parents were merchants. Not sure it was one or both, I was just relived not to have to deal with them. And they didn’t know that I was mage, just an officer. The system governs everything, from street sweeper to ruler. Where you fall in it determines what you will do and how much schooling you can have.” The first person said. “Thank you for explaining. That does clear up that story. I can’t imagine. I am. It has to be hard to stay there and not do more.” Kat said. “When the truce breaks then we likely will end up taking them over, for all that is going to cause more trouble. We can’t set by and let them abuse children, and that is what forcing a child to do something that is not fit for them is. There is just no other word for it. Suggesting a choice, pushing them to it is one thing, but not giving them a choice.” She shook her head. “That we couldn’t sit back and watch.” Zander said. “Just why are our troops to use your amour?” Kat blinked, it took her a bit to get where that was from. “They are not, unless it is wanted. The amour is a gift, that is all. You are not used to dealing with threats from line magic, and so have no reason to have amour designed for them. Therefore Sky Range is sending your troops some that is. There is nothing that says you have to use it, I just wanted it known that it would be coming, like the Cimairea armbands. It will be in this lands colors and there are no strings. Just a gift. Sky Range honors all our treaties, meaning they to will give you free trade rights. They want you to have a sample of their work.” He shook his head. “I can see them think that we might need something where we will be having more dealings with those lands. Just how are these good to get here regularly? Ships are not reliable.” Kat said. “We are have some success with magical weather tracking. That would be the spelled maps that are in the treaty. That makes the shipping easier. In addition for the last month our mages have been making gates that cross the ocean. In time we should be able to have permanent gates between the two. The permanent gates require line magic, so they are on the other sider of the break, and will be limited to nonliving items for the first month at least. This being the first to cross a large body of water that time might be extended.” He just shook his head. “I am not changing my position, but accept that we lost the vote. The treaty is valid, for all we dislike seeing more unsafe goods coming in.” Doug took up his pen and said. “Great lets get this done so they can get here for the sell next weekend. Do see that they know the market will run for both weeks of the celebration. Hopefully that will see we get all three squares full. The nobles from the center just know that there will not be any fit shopping out here. I want to show them how wrong they are. You need two right?” Kat nodded as she singed and sealed the one in front her her. “Yes, one for Mark and one for Black Fire. Sky Range is bound by the terms just as we are. A copy will be sent to the records of the league on Nations. Jointly they over power us and it is your right to petition them should we ever break the terms set out here. I will see you get full directions on how to contact them. You might in time wish to join.” They exchanged copies and once they were all signed she said. “I need to summon fairies to take these but they are in effect as of now. So let me show you all the map of Nighlin and Sky Range.” She stood up and took a roll out of her bag then spread it out on the table. “Now the towns in Sky Range are approximations. Dragons have different understanding of distance, and a lot of their towns can not be reached from the ground.”
